That it be approved that with effect from 1 January 2018 the Cabinet agrees the appointment of Peter Wilding to replace Tony Dignum as Chichester District Council’s representative on the following outside organisation appointments:

·       Local Government Association – Sparsity Partnership for Delivering Rural Services

03/10/2017 - 100% Localisation of Business Rates 2018-2019 Pilot Scheme ref: 1366    Recommendations Approved

DCLG have published a paper on 1st September inviting local authorities to submit pilot bids for one year (2018/19) for 100% localisation of business rates. Bids must be submitted by 27th October, with the outcome being advised by DCLG in December.

100% pilots will retain all locally-collected business rates and will receive additional responsibilities in return. Any difference between the increase in business rate retention and new responsibilities will be offset by an adjustment to top-ups or tariffs. The creation of the pilots will therefore be “fiscally neutral” at baseline. However authorities will gain from retaining 100% of any above-baseline growth.

This report will seek delegated approval from Cabinet for The Council’s Chief Executive and the Head of Finance and Governance to commence drafting a bid submission in conjunction with their colleagues from across the County. If successful the final decision whether to go ahead with the pilot will be taken by full Council once the DCLG have notified the bidding authorities.

That it be approved that authority be delegated to Chichester District Council’s Chief Executive and Head of Finance and Governance Services following consultation with the Cabinet Member for Finance and Governance Services, to determine whether to submit a bid to the Department of Communities and Local Government (DCLG) for Chichester District Council to take part in the 2018-2019 pilot for 100% business rate retention.

03/10/2017 - Housing Benefit and Council Tax Reduction Risk Based Verification Policy 2018-2019 ref: 1370    Recommendations Approved

Cabinet approval is sought for a Risk Based Verification Policy to be adopted for the purpose of Housing Benefit administration. The adoption of such a policy will enable the service to allocate more resources to claims that present a greater risk of fraud and error. It will also reduce the cost of administration and improve performance, by reducing the number of days taken to process new claims and changes in circumstances.

1.     That the introduction of a Risk Based Verification (RBV) Policy for the purpose of assessing claims for Housing Benefit and Council Tax Reduction be approved with effect from 1 December 2017.

 

2.     That authority be delegated to the Head of Finance and Governance Services to make minor amendments to the RBV policy following consultation with the Cabinet Member for Finance and Governance Services.

 

3.     That a report be brought back to Cabinet following the first 12 months of operation of the Risk Based Verification Policy.

03/10/2017 - Discretionary Housing Payments Policy 2017-2018 ref: 1369    Recommendations Approved

To seek cabinet approval of the Discretionary Housing Payment Policy, which has been revised for 2017/18 and 2018/19 to take account of the roll out of Universal Credit across the District from April 2018. It is intended that this Policy will assist the Council in setting aside appropriate funds to support the Scheme as the effect of Welfare Reform continues to affect residents of the District.

1.     That the Discretionary Housing Payments (DHP) Policy for 2017-2018 and 2018-2019 be approved.

 

2.     That it be approved that during the forthcoming budget process consideration will be given to any additional funding required for 2018-2019 to supplement the earmarked Welfare Reform Reserve.

 

3.     That the Head of Finance and Governance Services be given delegated authority, following consultation with the Cabinet member for Finance and Governance Services, to make minor amendments to the DHP policy.

03/10/2017 - Amendment to Public Space Protection Order - Dog Control ref: 1367    Recommendations Approved

Public Spaces Protection Orders (PSPO’s) are intended to provide means of preventing individuals or groups committing anti-social behaviour in a public space where the behaviour is having, or likely to have, a detrimental effect on the quality of life of those in the locality; be persistent or continuing in nature and be unreasonable. An order, if granted, gives additional powers to the Council and Police to issue notices to individuals breaching the PSPO by carrying out specific identified types of nuisance.  The initial view is that a district wide consultation will be undertaken for various environmental and dog offences including dog fouling, dogs on lead by direction, prohibition of dogs.

 

The dog offences are currently controlled by Dog Control Orders but in accordance with the transition provisions in the anti-social behaviour legislation, these must be replaced by a PSPO by 1 October 2017.

 

To consider the results of the consultation.
