Minutes: Mr Briscoe explained to the Panel that there was an error in the agenda title and Panel members were being asked to take a decision on a variation request for Southbourne Parish Council and not Birdham Parish Council.
Mr Hyland presented the members report of previously funded New Home Bonus (NHB) projects for the period 2015 – 2019.
He drew the panel’s attention to a New Homes Bonus received by East Lavington Parish Council in 2017 and explained that the project for which the monies had been applied for was no longer viable. Officers have been in contact with East Lavington to ask what their intention is and whether they wish to apply for a variation request or return the monies. The Panel members agreed that if East Lavington wished to keep funds then a formal variation request must be presented at the meeting on Wednesday 16 October.
Mr Hyland drew the Panel’s attention to the two variation requests, set out on page 43 of the agenda pack.

Overview of New Homes Bonus (Parish Allocations) Scheme A brief overview of the scheme for noting. Minutes: Mr Hyland provided a verbal overview to the Panel about the NHB (Parish Allocations) Scheme.
He explained that the NHB (Parish Allocations) is an allocation of funding exclusively available to Parish Councils. As the applications to the fund are made by Parish Councils they do not undergo the same financial checks applied to other organisations and groups, as they themselves are an audited body. When applying for NHB funding the parishes are either directly delivering the project or are working with a delivery partner; for example a Village Hall Trust.
A significant difference in NHB funding is the breadth of project that funding can be applied for as projects do not have to conform to the three funding priorities; Economy, Improving Places and Spaces and Targeted projects. For example highways projects can be applied for.
Mr Hyland explained that there are six checks that each application is assessed against; 1. Expected benefit 2. Evidence of community need 3. Public support and process for identifying projects 4. Sustainability 5. Of the project 6. Level of financial contribution
Mr Hyland did highlight that due to the lockdown some of the tests had been more difficult for Parishes, such as gathering quotes.
Mr Hyland explained that if a project been applied for was also included on the IBP it was looked upon more favourably when assessing the application. He added that applications were also cross checked against the Community Facilities Audit, which is a database held by Chichester District Council and updated annually.
Mr Briscoe thanked Mr Hyland for the update.

Update on Covid-19 Recovery Grants The Panel wil receive a verbal update on the Covid-19 recovery grants. Minutes: Mr Hyland presented to the Panel an update of the Covid-19 recovery grants.
He informed the Panel that the scheme had launched on 20 August 2020, and as agreed at Full Council the decision of agree the Scheme had been delegated to officers; Mrs Louise Rudziak and Mrs Jane Hotchkiss in consultation with their respective Portfolio Holders.
The funding available was split with £250,000 for businesses and £250,000 for communities, the funding was then split again between larger and smaller grants. Applicants could apply for a smaller grant retrospectively and up to the value of £1,000, larger grants could provide funding for up to £5,000 but required match funding.
Mr Hyland informed the Panel that since the scheme launched there had been; · 53 small grant applications from businesses · 37 large grant applications from businesses · 27 small grant applications from community groups · 11 large applications from community groups
The scheme was due to close on Friday 18 September, however, noting that the scheme had not had as much take up as originally anticipated the Panel recommended that the scheme be extended to Friday 23 October, with a further update being presented to the Panel at their meeting on Wednesday 21 October.
Mr Hyland noted the recommendation and would contact Mrs Rudziak and Mrs Hotchkiss for agreement.
