Purpose:

In January 2016 Cabinet approved a joint scheme of mitigation for Pagham Harbour. This mitigates the effects of increased housing numbers on the protected bird populations of the Harbour, and so allows developments to proceed. The scheme is funded by s106 contributions from Arun DC and ourselves and will be delivered by the RSPB for the first five years.
Since the approval above the expected housing numbers for Arun have increased considerably. A higher level of mitigation effort and expenditure are now needed, funded by increased contributions from Arun. This report will seek authorisation for the revised level of s106 expenditure and asks Cabinet to note the new level of developer contributions.

Decision:

RESOLVED

 

(1)           That the revisions to the joint scheme of mitigation for Pagham Harbour Special Protection Area in appendix 1 to this report be endorsed.

(2)           That the reduced level of developer contributions to the joint scheme set out in appendix 2 to this report be approved.

(3)           That the increased expenditure of the joint section 106 funds on the scheme of mitigation as specified in para 5.2 of this report be approved.

(4)           That the Head of Housing and Environment Services be authorised to enter into an agreement with the Royal Society for the Protection of Birds and Arun District Council to deliver mitigation measures for a five-year period, with the option to extend this to ten years.
