The forward plan is a list of the key decisions that will be made over the foreseeable future by the council’s Cabinet. By law the Cabinet must give at least 28 days notice before making a key decision. A key decision is a decision of the executive (the Cabinet) which is either (a) likely to result in the Council incurring expenditure which is, or the making of savings which are, significant having regard to the Council’s budget for the service or function to which the decision relates or (b) is likely to be significant in terms of its effects on communities living or working in an area comprising one or more wards in the Council’s area or (c) is likely to incur expenditure, generate income, or produce savings greater than £100,000. In addition, Chichester District Council also requires 28 days publication notice of any items containing exempt or ‘Part II’ information. Any decisions which fall outside of the 28 days will invoke the council’s urgency procedures in order for them to be considered at the next Cabinet meeting. The Chichester District Council Forward Plan also includes other decisions of lesser financial value which are listed as ‘other decisions’ on the Cabinet agenda papers and those listed as ‘recommendations to Council’ where the decision will be made by the Full Council (which consists of all 36 members). This provides residents with the opportunity to have a say on decisions before they are taken. Decisions listed on the Forward Plan are taken in public unless there are special reasons why the press and public should be excluded.
