Chairman's Announcements

Any apologies for absence that have been received will be noted at this stage.

 

The Chairman will announce any late items that due to special circumstances will be considered under agenda item 6.

Minutes:

Apologies were received from the Chairman Cllr Brisbane.

 

In the absence of the Chairman, Mr Frost invited nominations for Chair.

 

Cllr Briscoe proposed Cllr Moss

 

Cllr Brown seconded the proposal.

 

Following a show of hands, Cllr Moss was appointed Chairman for the duration of the meeting.

 

Cllr Moss welcomed all present to the meeting and read out the emergency procedure.

West Sussex County Cllr Simon Oakley declared a personal interest in Agenda Item 4 as a member of Tangmere Parish Council and the WSCC appointed member to the Southern Regional Flood and Coastal Committee.

The minutes of the meeting held on 20 November 2024 were agreed as true and accurate record.

 

64.

Infrastructure Business Plan

The Development Plan and Infrastructure Panel are asked to consider the report and appendices attached to the Cabinet AgendaSupplement Pack Agenda Item 7 Report and Appendices 1 & 2 and Appendix 3 ONLINE ONLY which can be found here: Agenda for Cabinet on Tuesday 7 January 2025, 9.30 am - Chichester District Counciland make any comments for Cabinet consideration.

 

Minutes:

Cllr Moss introduced the report which was the draft annual update of the Infrastructure Business Plan (IBP) 2025-2030.

 

He explained consultation had taken place during Autumn 2024. A number of responses had been received from varying organisations including West Sussex County Council (WSCC), Chichester District Council (CDC), National Highways, National Rail, the NHS and Sussex Police. Cllr Moss drew attention to paragraph 4.5 (page 6 of the Cabinet supplement report) which detailed the full list of respondents and Appendix 1 which summarised the responses received.

 

Cllr Moss highlighted a number of key changes and proposed new projects to the CIL spending plan following consultation; including;

-       IBP/726 (Extension to Southbourne GP Surgery), the reason for the increase in CIL request was due to inflation.

-       IBP/725 (Improvements and extension at Tangmere Surgery), the reason for the increase in CIL request was due to inflation.

-       New project IBP/1364 (Cathedral GP Surgery extension to support housing growth)

-       New project IBP/1366 (Loxwood GP Surgery extension/site rework to support housing growth)

-       New project IBP/1367(Bosham replacement GP premise to support housing growth)

-       New project IBP/1361 (Chichester City Centre public realm improvements (North and East Street)), the funding request for this project is an identified funding shortfall.

-       New project IBP/1354 (provision of three new 26 tonne refuse collection vehicles and acquisition of additional depot space to support growth).

 

Cllr Moss informed the Panel a full list of proposed changes and new projects were set out in the report from paragraph 4.10.

 

Cllr Moss made the Panel aware of a specific request from Sussex Police who had requested a sum of £117,000 for the installation of 13 ANPR cameras (the proposed locations were set out in paragraph 4.12). Officers had assessed the request and had concluded that the project be categorised as ‘Policy High Priority’ and was not recommended for inclusion within the CIL Spending Plan. However, if members were keen to fund the projects, then officers would recommend that officers would work with Sussex Police to develop a more detailed project plan, which would allow the project to be brought forward over a period of time.

 

Cllr Moss drew attention to paragraphs 4.12, 4.13 and 4.14 and asked the Panel to consider the request from Sussex Police in detail as part of their discussions.

 

Cllr Moss invited Mr Barlow to update the Panel on any further amendments. Mr Barlow informed the Panel that IBP/840 (College Lane/Spitalfield Road junction improvements and Oaklands Way cycle scheme) would be slipped from 2024/25  to delivery in 2025/26.

 

Officers responded to comments and questions as follows;

 

Members of the Panel discussed the request from Sussex Police and were supportive of it. They requested that officers liaise with Sussex Police to deliver the cameras already identified in the IBP; bring forward the new requests, consider additional locations such as the A259 and confirm future maintenance and repair.
