The Cabinet is requested to approve as a correct record the minutes of its meeting on 3 September 2024 (to follow).

In accordance with Chichester District Council’s scheme for public question time the Cabinet will receive any questions which have been submitted by members of the public in writing by noon two working days before the meeting. Each questioner will be given up to three minutes to ask their question. The total time allocated for public question time is 15 minutes subject to the Chair’s discretion to extend that period.

Bus Station, Bus Depot, Basin Road and CDC office accommodation options pdf icon PDF 125 KB

The Cabinet is requested to consider the report and its appendices (some Part II exempt) and make the following recommendations to Council and resolutions:

 

That Cabinet notes the progress to date on the Southern Gateway project relating to the Bus Station, Bus Depot and Basin Road car park sites and recommends to Council to approve: 

 

1.1.That following the prioritisation in the draft Chichester City Regeneration Strategy that the bus station, bus depot and Basin Road sites are brought forward for regeneration in accordance with Policy A4 of the Councils submitted local plan.

1.2.In principle to the proposed layout of the new bus stops provision as part of the regeneration of the area and for Officers to continue to negotiate commercial terms of the wider stagecoach transactional details related to relocation and the final layout of the bus stops with WSCC.

1.3.That as part of the relocation of the bus stops and the development of options for the Bus Station, Bus Depot and Basin Road car park sites that consideration is given for a potential customer waiting facility.

1.4.That the option for the relocation of Chichester District Council Offices to the bus station area is progressed as well as the disposal of East Pallant House and car park.

1.5.The appointment of a regeneration design team including procurement and legal advice utilising the LEP grant legacy fund to provide schematics and viability assessments on the options for the development sites, with these options being presented back to Cabinet and Council before procuring a developer to implement the agreed option(s).

*RESOLUTION AND RECOMMENDATIONS TO COUNCIL:

 

That Cabinet notes the progress to date on the Southern Gateway project relating to the Bus Station, Bus Depot and Basin Road car park sites and recommends to Council to approve:

 

1.    That following the prioritisation in the draft Chichester City Regeneration Strategy that the bus station, bus depot and Basin Road sites are brought forward for regeneration in accordance with Policy A4 of the Councils submitted local plan.

Chichester Regeneration Strategy pdf icon PDF 107 KB

The Cabinet is requested to consider the report and it’s appendices and make the following resolution and recommendation to Full Council:

 

1.    Cabinet adopt the Chichester City Regeneration Strategy.

2.    Cabinet approve the appointment of a Regeneration and Growth Manager and operational budget for the post, subject to Council approval for the budget, to assist in the delivery of the regeneration strategy and interventions and the development of the key regeneration sites within the city.

3.    Cabinet to recommend to Council to approve £20,150 budget to appoint the post and an operational budget of £40,000 from reserves for 2024/25 (part year) and to approve base budget growth of £120,600 for 2025/26 (full Year) for the post and operational budget.

1.    That Cabinet recommend that Full Council adopt the Chichester City Regeneration Strategy and agree delegation to Director of Growth and Place, following consultation with the Leader of the Council, to make final amendments to the Strategy

2.    Cabinet to recommend to Council to approve £20,150 budget to appoint the post and an operational budget of £40,000 from reserves for 2024/25 (part year) and to approve base budget growth of £120,600 for 2025/26 (full year) for the post and operational budget.

3.    That subject to the above recommendations being accepted by Council , Cabinet approve the appointment of a Regeneration and Growth Manager which role shall assist in the delivery of the regeneration strategy interventions and the development of key regeneration sites within the city.

Council Tax Review of Locally Defined Discounts and Premiums pdf icon PDF 76 KB

The Cabinet is requested to consider the report and its appendix and make the following recommendations to Full Council:

 

That Cabinet recommends to the Council:

 

1.    That the Council Tax Discounts and Premiums proposed in the Appendix to the agenda report be applied for the 2025-2026 financial year.

2.    Subject to the outcome of further guidance and legislation to be published by the Government, concerning the exceptions to the discounts and premiums, the criteria for the empty home premium policy be delegated to the Director of Housing and Communities in consultation with the Cabinet member for Housing, Revenues and Benefits.

The Cabinet is requested to consider the report and make the following recommendation to Full Council and resolution:

 

1.    That Cabinet recommend to Council the use of up to £135,000 from reserves to purchase of a Microphone System upgrade for the Committee and meeting function.

2.    That Cabinet authorise the Democratic Services Manager in consultation with the Cabinet Member for Support Services to undertake a tender exercise to select the preferred upgrade provider.

The Cabinet is requested to consider the report and its appendices and make the following recommendations to Full Council:

 

That Cabinet recommend to Full Council to:

 

a)    Approve the publication of the Southbourne Allocation Development Plan Document (DPD) Regulation 18 consultation  documentation for a six week public consultation to commence in October 2024.

b)    Authorise the Director of Planning and Environment, following consultation with the Cabinet Member for Planning, to make typographical and other minor amendments prior to publication.

Cabinet approves delegated authority to the Director of Corporate Services, in consultation with the Cabinet Member for Finance, Corporate Services and Chichester Contract Services, to award contract for clinical waste collection and support services via the West Sussex County Council framework agreement once the procurement process has been concluded, and providing the contract value is contained within the existing service budget.

Exclusion of the Press and Public

The Cabinet is asked to consider in respect of agenda item 5, appendices 1, 4, 5 and 6, agenda item 15 and agenda item 16 whether the public including the press should be excluded from the meeting on the following ground of exemption in Schedule 12A to the Local Government Act 1972 namely Paragraph 3 (Information relating to the financial or business affairs of any particular person (including the authority holding that information)) and because, in all the circumstances of the case, the public interest in maintaining the exemption of that information outweighs the public interest in disclosing the information.
