Approval of the Minutes To approve as a correct record the minutes of the Grants and Concessions Panel meeting held on 30 June 2021. Minutes: The minutes of the meeting held on 30 June 2021 were agreed as a correct record.

Matters Arising from the Minutes Any matters arising as a result of the previous minutes. Minutes: Minute 117 – New Homes Bonus (Parish Allocations) Policy: Mr Hyland reported that all parishes had been consulted on the future of the New Homes bonus. The majority of parishes who had responded had indicated their preference for Option 1, which was to continue the scheme for a further year.
The Panel agreed that a recommendation should be made to the Cabinet meeting on 5 October 2021, that the scheme is extended for a further year. Mr Hyland undertook to prepare a report for consideration at the next Panel meeting on 21 October 2021 with a recommendation to Cabinet.

Minutes: Mrs Apel declared a prejudicial interest in respect of agenda items 10, 11 and 12 as a member of Chichester City Council.
Mr Briscoe declared a prejudicial interest in respect of agenda item 11 as this project had been the subject of a separate New Homes Bonus application and subsequently he had approved a Section 106 public art allocation.
Mr Briscoe declared a prejudicial interest in respect of agenda item 45 as a member of Westbourne Parish Council.
Mr McAra declared a prejudicial interest in respect of agenda item 27 as a member of Midhurst Town Council.
Mrs Sharp declared a prejudicial interest in respect of agenda items 10, 11 and 12 as a member of Chichester City Council.

Members Report - Previously Funded New Homes Bonus Projects and New Home Bonus Extension Requests for East Wittering and Bracklesham Parish Council Members are asked to note the update provided in the Members Report and to decide on the New Homes Extension Request from East Wittering and Bracklesham Parish Council. Minutes: Mrs Bishop reported that the project in respect of the New Homes Bonus received by Chichester City Council (Bid ref: NHB 06 17), set out on page 5 of the agenda papers had now been completed.
Mrs Bishop drew the Panel’s attention to the extension request from East Wittering and Bracklesham Parish Council, set out on page 10 of the agenda papers.

Overview of New Homes Bonus (Parish Allocations) Scheme A brief overview of the scheme for noting. Minutes: Mr Hyland provided a presentation on the key points of the New Homes Bonus (NHB) scheme.
Mr Hyland explained that the NHB was only available to eligible parish, town and city councils who were either directly delivering a project or were working with a delivery partner. He was pleased to report that for the first time 100% of eligible parishes had applied this year. The total funds for New Homes Bonus (NHB) applications available this year was £250,000, plus “Orphan” Section 106 interest. Mr Hyland outlined the key differences between NHB criteria and grants criteria. He drew attention to the six criteria that each application was assessed against.
