Mr Hyland declared a personal interest in respect of the applications from Tangmere Parish Council as a member of the communities team had worked with the children who had proposed the bid to the parish council.

Grants Task and Finish Group - Scoping Document To agree the scope of the proposed Review of Grants to be undertaken by a Task and Finish Group of the Grants and Concessions Panel. Minutes: Mr Hyland explained the scoping document for the proposed Grants Task and Finish Group (TFG). The TFG will consider and recommend to Cabinet any alterations to the Grants and Concessions Policy and New Homes Bonus (Parish Allocations) Policy and report to Cabinet the ongoing budget requirements for effective grant giving.
Mrs Lintill suggested the TFG would require two to three meetings.

That Mrs Graves, Mrs Plant and Mrs Tull be confirmed as members of this Task and Finish Group with Mrs Lintill as Chair.
That the proposed scope and outline plan be approved.

New Homes Bonus Process An explanation of the New Homes Bonus process and applications, including an update on projects funded in previous years. Additional documents:
Minutes: Mrs Lintill thanked Mr Hyland and Mrs Turner for their hard work in handling the large number of applications received and producing clear and concise summaries for the meeting.
Mr Hyland explained the differences between the New Homes Bonus (Parish Allocations) Policy and the Grants and Concessions Policy. New Homes Bonus (NHB) money from central government is allocated by Chichester District Council to parishes proportionate to housing growth. Applications for NHB money can only be made by parish, town or city councils. NHB money is not a grant and will always be issued with an agreement. Parishes must submit an application for their allocation. Parishes were informed of their notional allocation in January 2015. Application forms and guidance notes were issued in April 2015 followed by a series of parish surgeries. The deadline for application forms was the end of July 2015.
Mr Hyland explained the layout of the application summaries sheets and how officers score applications based on the following six checks:
· Expected benefit of the proposed project · Evidence of community need · Public support and process for identifying projects · Sustainability of the project · Level of financial contribution · Value for money
Mrs Lintill asked Mr Hyland to update the panel on previously successful applications drawing attention to the reasons for those still in progress from 2013. |
