The Planning Committee will be informed at this point in the meeting of any planning applications which have been deferred or withdrawn and so will not be discussed and determined at this meeting.

Such interests are hereby disclosed by each member in respect of agenda items in the schedule of planning applications where the Council or outside body concerned has been consulted in respect of that particular item or application.

Minutes:

Rev Bowden declared a personal interest in respect of planning applications CC/20/00467/ADV as a Member of Chichester City Council.

 

Mr Oakley declared a personal interest in respect of planning applications LX/20/01617/OUT and CC/20/00467/ADV as a Member of West Sussex County Council.

 

Mrs Purnell declared a personal interest in respect of planning applications LX/20/01617/OUT and CC/20/00467/ADV as a Member of West Sussex County Council.

 

Mrs Sharp declared a personal interest in respect of planning applications CC/20/00467/ADV as a Member of Chichester City Council.

LX/20/01617/OUT - Land South Of Loxwood Farm Place, High Street, Loxwood, West Sussex pdf icon PDF 562 KB

Outline application with all matters reserved, except for Access (excluding internal estate roads) for the erection of up to 24 no. residential dwellings.

Decision:

Defer for Section 106 then Permit.

Minutes:

Mr Bushell presented the item to members which had been deferred from the meeting held on 9 September 2020.

 

The Committee received the following speakers:

 

·         Mr Chris Agar – Loxwood Parish Council

·         Mr Stuart Holmes – Objector

·         Mr David Neame – Agent

 

A number of members raised concerns regarding the impact of the additional housing on the local sewage system. Charlotte Mayall from Southern Water was present at the meeting and responded to members concerns by first revisiting the response from Southern Water to the application (dated 24 July 2020). She then explained that the developer could make a foul sewage connection in the High Street which would lead to the Pumping Station at Brewhurst Mill without upgrade from Southern Water. She referenced the application sites south east perspective which provides gravity fed foul drainage.

 

Cllr Bowden proposed an amendment to Condition 6 on page 31 of the agenda pack to place a full stop after the word ‘completed’, deleting the subsequent lines. This was seconded by Cllr Barrett.

 

Members debated taking into account the wishes of the local residents and the responsibility of members to try to mitigate impact where possible versus the requirement of the Committee to make decisions within the planning policy framework.

 

Miss Golding then addressed concerns that had been raised regarding the Committee making a decision on the application following the debate at the last meeting. Miss Golding confirmed that the Committee’s decision at the last meeting had been to defer therefore allowing the Committee to make a decision to agree or refuse the application.

 

In response to members comments Mr Bushell explained that a two metre wide footpath to the site entrance would enhance the connectivity for walkers to the village. Landscaping would be covered by condition 13. Further information relating to cycle storage and small mammal holes would be addressed during the consideration of the material matters application.

 

In a vote the recommendation with amendment proposed by Cllr Bowden was not carried.

 

Members then voted on the officer recommendation which was carried:

3 no. internally illuminated fascia signs, 1 no. non-illuminated dibond panel, 2 no. non-illuminated directional signs and window graphics.

Decision:

Permit.

Minutes:

Ms Thatcher presented the item to members and drew attention to the agenda update sheet which outlined a revised recommendation to Permit all signage following submission of amended plans. Ms Thatcher then outlined amended conditions 1 and 2:

 

1.    The works associated with the display of the advertisements hereby permitted shall not be carried out other than in accordance with the approved plans: 00/RevA, 002/Rev13, 003/Rev13, 004/Rev13, 005/Rev13, 006/Rev13, 007/Rev13 and 008/Rev13.

2.    The luminance of Signs 1, 2 and 3 hereby consented shall not exceed 400 candelas per square metre and will be statically illuminated.

 

The Committee received no speakers.

 

In response to members comments Ms Thatcher confirmed that she had received written confirmation from the agent that Sign 10 had been removed from the Scheme. Ms Thatcher agreed to add in brackets to the Plan (no consent for Sign 10) for clarity. Mr Whitty clarified that the level of illumination of the signs would not produce glare.

 

In a vote members agreed the officer recommendation as follows:

The Planning Committee will consider any late items announced by the Chair as follows:

 

a)    Items added to the agenda papers and made available for public inspection

b)    Items which the Chair has agreed should be taken as matters of urgency by reason of special circumstances to be reported at the meeting
