Urgent Items

The Chair will announce any urgent items which due to special circumstances are to be dealt with under Late Items.

Minutes:

As the Chair and Vice-Chair were not present Mrs Shepherd opened the meeting. She confirmed that there were no urgent items.

 

13.

Declarations of Interests

Members and officers are reminded to make any declarations of disclosable pecuniary, personal and/or prejudicial interests they may have in respect of matters on the agenda for this meeting.

Minutes:

There were no declarations of interest.

 

14.

Chair's Announcements

Apologies for absence will be notified at this point.

 

The Chair will make any specific announcements.

Minutes:

Mrs Shepherd read the emergency evacuation procedure.

 

There were no apologies for absence but it was noted that the Group Leaders had agreed to a reduced membership in line with Covid-19 restrictions. Those members not present would therefore not be marked down on their attendance records.

 

Mrs Shepherd sought nominations for Chair of the meeting.

 

Cllr Lintill proposed Cllr Apel.

 

Cllr Moss seconded the proposal.

 

All members were in favour.

 

Cllr Apel accepted the position of Chair of the meeting.

 

15.

Making the Boxgrove Neighbourhood Development Plan

The report can be found on pages 5-7 of the Cabinet agenda for 1 June 2021.

 

The Cabinet recommendation was as follows:

 

That Council makes the Boxgrove Neighbourhood Development Plan part of the Development Plan for Chichester District (excluding the area within the South Downs National Park).

Minutes:

Cllr Taylor introduced the item and congratulated Boxgrove.

 

Cllr Moss endorsed Cllr Taylor’s comments.

 

Cllr Oakley requested clarification on the impact of the European Court judgements. Cllr Taylor explained that a number of Neighbourhood Plans had been delayed due to Habitat Assessment requirements imposed. Mr Frost added that prior to the Court judgement existing mitigation could have been relied upon.

 

Cllr Taylor proposed the recommendation.


Cllr Lintill seconded the recommendation.

 

In a vote members voted unanimously to make the following resolution:

 

RESOLVED

 

That Council makes the Boxgrove Neighbourhood Development Plan part of the Development Plan for Chichester District (excluding the area within the South Downs National Park).

16.

Making the Selsey Neighbourhood Development Plan

The report can be found on pages 5-7 of the Cabinet agenda for 1 June 2021.

 

The Cabinet recommendation was as follows:

 

That Council makes the Selsey Neighbourhood Development Plan part of the Development Plan for Chichester District (excluding the area within the South Downs National Park).

Minutes:

Cllr Taylor introduced the item and congratulated Selsey.

 

Cllr Elliott wished to congratulate Clive Alden who was present and his team for their work to date on the Plan.

 

Cllr Plowman requested clarification on the impact of a Neighbourhood Plan on development of that area. Mr Frost explained that Neighbourhood Plans which have been made and are up to date have the full weight of the  Development Plan in the same way as a Local Plan in assessing planning applications.

 

Cllr Oakley requested clarification on how long the weight of a Neighbourhood Plan lasts. Mr Frost confirmed that the weight may vary depending on the age of the plan and other factors including the District Council’s 5 years housing land supply position..

 

Cllr Taylor proposed the recommendation.


Cllr Lintill seconded the recommendation.

 

In a vote members voted unanimously to make the following resolution:

 

RESOLVED

 

That Council makes the Selsey Neighbourhood Development Plan part of the Development Plan for Chichester District (excluding the area within the South Downs National Park).

To consider any late items as follows:

 

a)    Items added to the agenda papers and made available for public inspection.

b)    Items which the Chair has agreed should be taken as matters of urgency by reason of special circumstances to be reported at the meeting.
