Avenue de Chartres Car Park - Tender Evaluation

RECOMMENDED BY THE CABINET

 

1)          That funding for the essential upgrade of the perimeter vehicle barriers, pedestrian railings and associated works be approved to achieve compliance with current health and safety standards and officers be authorised to invite invitations to tender for these works.

2)          That funding to refurbish the 5 access towers and clean the concrete retaining wall and paved surfaces be approved and officers be authorised to invite invitations to tender for these works.

3)          That the asset replacement programme be re-profiled to enable the replacement of the existing lighting installation with a more energy efficient LED system and officers be authorised to invite invitations to tender for these works.

4)          That the release from capital reserves of the sum identified in the report be authorised to fund the cost of this refurbishment not provided for within the Asset Replacement Programme.

 

Minutes:

Mr Finch (Cabinet Member for Support Services), seconded by Mr Dignum, moved the recommendations from Cabinet. Mr Finch informed the Council that the Avenue De Chartres car park had been built in 1991 and on 7 April 2015 the Cabinet had approved a project initiation document with indicative costs for:

 

·         essential structural and aesthetic refurbishment works

·         optional flexible resurfacing of the intermediate and lower decks 

·         optional vehicle guidance system

·         optional electric charging points

·         optional refurbishment of the stairwells, five access towers, retaining walls and paved surfaces

 

In these cost constrained times the recommendations had been split into two parts - those which were essential to meet structural or health and safety standards and those which provided a modern, safe, car park which was aesthetically attractive to encourage greater use.

 

Mr. Finch did not propose to move forward with either the vehicle guidance system, as it was costly or the levels of occupancy in the car park did not justify it, or the electric charging points, as grant funding was no longer available. However the £45,000 approved in December 2015 to support this initiative would be reconsidered as part of a wider policy across the district.

 

Noting that the optional flexible resurfacing of the intermediate and lower decks were not required for structural reasons, Mr Ransley enquired whether the resurfacing would consist of the usual black and white surface or a multi-colour option. Mr Finch confirmed that it was most likely the black and white option saying that it was prudent to undertake this work now as it was important for the long term health of the building.

 

RESOLVED

The Cabinet is asked to consider the agenda report and its two appendices (the second of which is confidential and available to members and relevant officers only*) and to make the following resolutions and recommendations namely that:

(1)  The Cabinet agrees to enter into a JCT Intermediate Form of Contract with Contractor A to undertake essential repairs and maintenance works as tendered for the sum of £483,049.

 

(2)  The Cabinet agrees to enter into a JCT Intermediate Form of Contract with Contractor A to provide resurfacing to the intermediate parking deck surface and connecting ramps tendered for the sum of £154,270.

 

(3)  The Cabinet recommends to the Council that it approves funding for the essential upgrade of the perimeter vehicle barriers, pedestrian railings and associated works to achieve compliance with current health and safety standards and that officers be authorised to invite invitations to tender for these works.

 

(4)  The Cabinet recommends to the Council that it approves funding to refurbish the five access towers and clean the concrete retaining wall and paved surfaces and that officers be authorised to invite invitations to tender for these works.

 

(5)  The Cabinet recommends to the Council that it authorises the re-profiling of the asset replacement programme to enable the replacement of the existing lighting installation with a more energy efficient LED system and that officers be authorised to invite invitations to tender for these works.  

 

(6)  The Cabinet authorises the release of £530,000 identified within the Asset Replacement Programme for years 2016-2017 for Avenue de Chartres car park refurbishment works.

 

(7)  The Cabinet recommends that the Council authorises the release from capital reserves of £457,319 to fund the cost of this refurbishment not provided for within the Asset Replacement Programme.

Minutes:

The Cabinet considered the agenda report and its two appendices, the first of which had a restricted circulation by virtue of Para 3 of Part I of Schedule 12A to the Local Government Act 1972 (copies of the report and appendix two attached to the official minutes).

 

Mr Over informed the Cabinet that in para 3.3 (page 21) the figure of £154,270 in the final line was incorrect and should in fact be £173,189. This amendment did not, however, affect the figures in appendix two.

 

The report was presented by Mr Finch. Mr Bacon was in attendance.

 

Mr Finch commented on the health and safety imperative in particular for undertaking the first major refurbishment of the Avenue de Chartres car park since its construction in 1991 with also the opportunity thereby to effect an improvement for the benefit of visitors of its aesthetics and appearance. The indicative costs were set out in the Project Initiation Document approved by the Cabinet in April 2015. He summarised the recommendations in section 2 of the report and explained the reasons for both deferring the introduction of electric vehicle charging points in this car park pending their introduction in the longer term on a district-wide basis and deciding against the deployment of vehicle guidance systems.

 

Mr Bacon referred to the need after 25 years for the works to maximise the 120-year life-span of the car park. In reply to Mrs Keegan Mr Bacon advised that a vehicle guidance system could be provided retrospectively.

 

With reference to para 3.2 of the report Mr Dignum commended the appearance of the external brickwork after it had been cleaned. 

 

Decision

 

The Cabinet voted unanimously by a show of hands in favour of making the resolutions in paras 2.1 to 2.3 and the recommendations to the Council meeting in para 2.4 of the report.
