Reason for urgency:
During the initial negotiations about granting a concessions contract the potential private provider has requested that a wider scope for the contract be contemplated. In order to facilitate the progress of the discussions as expeditiously as possible the urgent authority of the Cabinet is being sought at the earliest opportunity.

Explanation of anticipated restriction:
The agenda report and its accompanying papers will constitute 'exempt information' of the description specified in Paragraphs 1 (information relating to any individual) and 3 (information relating to the financial or business affairs of any particular person (including the authority holding that information)) of Part I of Schedule 12A to the Local Government Act 1972.
