Background - On 7 November 2017 Cabinet authorised officers to enter into negotiations for a services concession contract and subsequently on 6 February 2018 agreed to expand the scope of those discussions. 08/01/2018 - Determination of the Council Tax Base 2019-2020

To set the Council Tax base for 2019/20. The tax base is effectively an estimate of the number of council tax dwellings in the District. This is adjusted for the effect of the discounts and exemptions, properties being in different valuation bands expressed as the number of band D equivalent dwellings in the district. This figure is then adjusted for the assumed collection rate.

08/01/2018 - Bird Aware Solent – Approval of the Definitive Mitigation Strategy

This report will recommend to Council that the definitive Bird Aware Mitigation Strategy is approved as a material consideration for planning applications.
The Council has already approved the Interim Mitigation Strategy, which deals with the impact of recreational disturbance from new housing on the Solent Maritime Special Area of Conservation. The Bird Aware partnership has, following public consultation, replaced this with a definitive mitigation strategy which now requires approval for use by the individual planning authorities of the partnership.

The quotations provided to Chidham Parochial Church Council (PCC) were submitted to Chichester District Council (CDC) in November 2017 and those will not be valid indefinitely. The PCC has been advised as to CDC's decision-making timeline ie the Cabinet's 9 January 2018 meeting. Whilst the PCC does not assume a positive outcome, it is desirable to avoid any further delay which might deprive the PCC of the opportunity to accept its preferred quotation.

An SCI sets out the Council’s approach to engage the public and other stakeholders in all planning policy and development management matters to ensure that as many people as possible are able to have a say in planning decisions that affect them.
It is a requirement of the Planning and Compulsory Purchase Act 2004 for a Local Planning Authority to produce a Statement of Community Involvement (SCI). On the 16th May 2017, the Council approved the updated SCI for a 6 week public consultation. This was undertaken between 25 May 2017 and 6 July 2017.

16/08/2017 - Gigabit West Sussex for Districts and Boroughs

Discussions have been taking place with the Department of Culture, Media and Sports and a consortium of district and borough councils and West Sussex County Council to improve the speed of internet access to public buildings. 31/05/2017 - Review of Character Appraisal and Management Proposals for Selsey Conservation Area and Implementation of Associated Recommendations including Designation of a New Conservation Area in East Selsey to be Named Old Selsey

Since the last submission two meetings have been held with Selsey Town Council including a walkabout around the Conservation Area to discuss specific concerns. Officers have provided a comprehensive written response to the issues raised and the town council now seem more comfortable with the designation. 05/04/2017 - Local Plan Review Issues & Options Consultation

The Issues & Options consultation is the first stage of the Local Plan Review, which will replace the existing Chichester Local Plan and provide an updated planning framework for the period to 2034. The published consultation documents will include a questionnaire which will seek views on what should be included in the development strategy, which locations are suitable for development, and what planning policies are required to deliver the strategy. It is intended to undertake public consultation over a 6-week period from late May to July 2017.
Recommendations:
1) To approve the Local Plan Review Issues & Options questionnaire and supporting documents for a 6-week period of public consultation from May-July 2017; and
2) To agree a formal timetable for the later stages of the Local Plan Review process which will be added to the Council’s published Local Development Scheme 2017-2020.

31/10/2016 - Highway cleansing

The Council is the Primary Litter Authority and is responsible for keeping relevant land clear of litter and debris. This responsibility includes the A27 trunk road.

A change to the way that traffic management legislation is applied to work on the highway has meant that the previous litter clearance methodology is no longer adequate.

The report will outline proposals for a revised regime and request funding to provide an adequate frequency of cleansing for the remainder of 17/18 and budgetary provision for future years. (Recommendation to Council)

06/05/2016 - Chichester Road Space Audit

Along with many towns and cities across the UK Chichester faces a number of challenges – it must accommodate significant new development, both residential and commercial, whilst preserving its historic character.  Parking is particularly problematic, with high demands and constraints in meeting supply in the area of greatest demand.  West Sussex County Council has appointed consultants (WSP Parsons Brinckerhoff) to consider the parking issues and use of road space in Chichester city to consider the challenges and consider how these might be affected by emerging strategies and plans in the area, along with consideration of the changing role of the high street.  The work undertaken will set the way for a strategic vision for on-street parking within the city.

 

This report to members will provide an update on the work undertaken so far and will request consideration of the proposals which are being put forward.
