Mr McAra pointed out that he was at the meeting held on 25 June and asked that the minutes be amended to include his attendance.

 

No other comments were made, the minutes of the meeting of the 25 June 2019 agreed as a correct record.

130.

Draft Annual Report of Grants and Concessions Panel 2018/19

To share with the Panel an early draft of the Report, discuss the purpose of the Report, and identify any areas of further work before the Report is approved at the October meeting.

Minutes:

Miss Williams informed the GCP that the report provided was still a working document and would be presented to the Panel at their meeting on Wednesday 23 October 2019.

 

The Annual Report of the Grants and Concessions Panel is produced every year and provides a record of all grants and funding allocations made by the Council to external organisations over the previous financial year. The report, once approved is published and made available to the public as part of the Councils commitment to transparency. The report is also intended to give the Panel a chance to consider the effectiveness of the grants programme in particular and the need for any changes.

 

Miss Williams invited members to feedback any comments and questions that they may have about the report before it is presented in a final version at the GCP meeting in October for approval.

 

Mr Briscoe thanked officers involved in the report for their work and effort in preparing it.

131.

Members report - previously funded New Homes Bonus Projects

For noting.

Minutes:

The GCP received for noting the agenda report which summarised previously funded New Homes Bonus (NHB) projects for the period 2013 – 2018.

 

Miss Beeney presented an infographic which detailed the number of projects funded and the amount of money awarded in 2018. The GCP asked if they could have copies of the infographic as they felt it was a very good visual aid. It was agreed that the outcomes of today’s meeting would be summarised in a similar format, which could be shared with communities to demonstrate the type of projects the NHB had supported.

Requests for New Homes Bonus Variations

This report details a request received for an extension to a New Homes Bonus Agreement.

The GCP received and considered the agenda report and its appendices with respects to the request by East Wittering & Bracklesham Parish Council. Miss Beeney informed the Panel that she had met with the Parish Clerk to discuss the project and had no reason for concern in their request for an extension.

Overview of New Homes Bonus (Parish Allocations) Scheme

A brief overview of the scheme and the essential differences with discretionary Grants.

Minutes:

Mr Hyland provided a verbal background to the GCP about the NHB (Parish Allocations) scheme.

 

He explained to the GCP that the NHB is not grant but a devolvement of a sum of money made available to communities from central Government.

 

Following the introduction of the scheme in 2013 an amount of £250,000 has been made available to Parish, Town and City Councils which have seen new development within their boundary.

 

In February each year CDC confirm the budget is available; following formal approval officers will produce the information which shows how the £250,000 could be split by parish, based on the level of housing over the last 3 years. The money is not a formal allocation, but it provides parishes an idea of the sum of money which may be available to them, and helps them in considering what projects they may wish to progress.

 

Mr Hyland explained that unlike other funding streams the NHB differs in that Parish, Town and City Council can apply for; they also have a three year window in which to use the money, unlike a grant which requires the money to be spent within a year of its receipt. The projects which can be funded are also very different and are not required to be fully formed projects, i.e. the fund could be used to kick start a project. There is also no maximum amount to the amount that may be applied for, as the maximum is dictated by the indicative allocation.

 

Mr Briscoe thanked Mr Hyland for the update and asked if there were any questions.

 

Mr Sutton asked if the money was given upfront to the parishes. Mr Hyland confirmed that this was the case, once a parish has signed the funding agreement then the money is transferred straight over.

 

Mrs Apel enquired what Orphan interest referred to. Mr Hyland explained that Orphan Interest was the sum of money which had come about through the interest accrued on S106 contributions. With the current S106 protocol the interest is calculated and added to the principal sum, however, historically the interest was not always required to implement a project and as a result some interest remained on account. The interest could not be attributed to an individual payment or project, so has therefore been referred to as “Orphaned”. Mr Hyland informed the GCP that the Cabinet had decided the ‘Orphaned Interest’ would be distributed to communities alongside the NHB (Parish Allocations) for 2018/19.

The date for the next meeting was scheduled for Wednesday 23 October at 9.30am to be held in Training Room 1.

 

Mrs Apel highlighted to GCP the benefits of the grants tour previously undertaken in January 2019 and asked if a repeat would be appropriate. Mr Hyland suggested that the tour had visited the highlights of grants awarded in the last three years and the programme since that time might not justify a tour of grants funded projects, however, the tour had deliberately not visited NHB funded projects.

 

The Panel agreed that a tour of NHB projects should be considered for early 2020 and officers asked to bring proposals to the next GCP meeting.
