Update on the Enabling Grants Scheme Verbal update by Kim Pellett, Economic Development Officer.
Minutes: The Grants and Concessions Panel noted the verbal update by the Economic Development Officer. There had been 34 applications to date; 7 from the north of the district, 14 from the south and 13 from the city and surrounding area. 22 were for capital projects, 2 for apprenticeships, and 10 applications were for websites. It was likely that the remaining funds of £7000 would be allocated by December 2018. There was uncertainty whether West Sussex County Council (WSCC) would continue to provide the more fund for distribution next year, consequently future funding applications will be routing to the Grants and Concessions scheme.
With reference to the retail training programme, 24 focused retail workshops have been completed, and we have just launched the follow-up one-to-one in-store sessions and shop front grant scheme.
In consideration of the wider range of projects funded by the Discretionary Grants pot members felt that it would be timely to conduct a tour of some successful projects from the last year. |

Draft Annual Report 2017/18 Consideration of the Annual Report by the Grants and Concessions Panel provides an opportunity for the Panel to make amendments to the programme’s guidance, supporting continuous improvement of grants and concessions processes and also to make recommendations to Cabinet for any changes to Policy. Minutes: Mr Hyland introduced the report, the drafting of which reflected the feedback from the Panel in previous years. Members endorsed the clarity of the report, subject to officers considering whether to show the geographical spread of fund distribution as a percentage for consistency.
The three existing priorities of Economy, Improving Living Places and Spaces and Targeted Projects were reviewed by the Panel. Councillor Lintill proposed that the Targeted Projects priority be broadened by removing the words Priority would be given to projects benefitting ‘Think Family Neighbourhoods’: Chichester East, Chichester South, Tangmere and Selsey North. The Panel welcomed the broadening of the priority, and also endorsed the wording of the Economy and Improving Living Places priorities without amendment. Mr Hyland cautioned that the funding guidance would need to be reviewed so that the Panel would have a robust way to deal with competing bids under the Targeted Projects priority.
Members also considered the potential implications of the risk of West Sussex County Council’s withdrawal of the Enabling Grants Fund (minute 65 refers). It is unlikely that a decision will be known before the end of the financial year and therefore funding priorities in the event of continuance or non-continuance may need to be developed, to enable timely decision making by Panel and Cabinet.
